Type 2 diabetes is one of the most common disabilities among veterans and one of the most commonly claimed - and it sits at the center of two of the VA's most important rules: the Agent Orange presumptive list and the complications ratings. A veteran whose diabetes came from Agent Orange exposure never has to prove causation at all, while a veteran whose diabetes flowed from service-connected PTSD, or whose complications flow from service-connected diabetes, faces different questions entirely.

The VA rates diabetes under 38 CFR 4.119, Diagnostic Code 7913, and the criteria turn on how the condition is managed - diet, oral medication, insulin - and on episodes and complications, not on blood sugar numbers alone. The complications are often worth more than the diabetes itself, and they are rated separately when they are distinct disabilities.
